Perhaps it was Carter White's. His house is the closest to the river where the body was found. He knew her parents weren't there for her and perhaps the reason why Summer was pregnant was because he was the one that raped her and got her pregnant, maybe because he's a pedophile. When he found out about the pregnancy, he killed her and dumped her in the most convenient place possible.

White said he never knew the girl, but he somehow knew her parent's weren't there for her. Maybe he killed her as a calling to her parents, to be ther for their daughter more.

This sort of has a resemblance to Lovely Bones except for the clear Tim Burton cheesy inspirations, no pregnancy, and the girl dressed like a hippy that flew back from Totally Spies and Winx Club and couldn't decide if the clothing styles were different.
