But, like Dark mentioned, I would like to know how to do hair. I also want to know how to give that anthro feel to it, like the ears and tail, how you make them realistic and stuff. -

Anyways here's how I draw men kinda, the "final" sketch at the very end is a little wonky (and it wouldn't be my final lineart) but it kinda give you an idea of how I do it.
Since a man's body isn't as curvy as woman's (unless he's a femimale but in this case he isn't) you wouldn't need to use as many circles (i use them to distinguish where noticeable joints and such would be) but instead you'd use things like rectangles and squares and yeah. But before that I usually make a stick figure.
Chibis are pretty simple. I always use a jelly-bean shape for the body, and the under the main circle for the head I use smaller circles to define cheeks. No stick figures in this one.
