@AmourXO, I think he/she meant that there a lot of poor people in Africa and they need money to go toward health care, like a cure for Ebola or something like that. I doubt she meant that ALL Africans are poor. In the US we're told that Africa is one of the poorest places on earth so that might also have something to do with it (if he/she is from the US)
