  So every year, around halloween, these two children, the Black Cats of Halloween, go around and ask for candy from children. If the children refuse, the cats take their souls instead.
  
  So basically, we'll need some actual people, and then the two black cats(I'll be one, the oldest twin.)
  The black cats were actually human at one time, but their mother and father were murdered on halloween night. A witch felt sympathy for them, and transformed them into cats. But every year on Halloween, they become nekos to collect souls, in an attempt to bring their parents back. The witch promised if they collected enough souls, she'd be able to bring them both back.

  You don't have to be full human.xD You can have a special talent like my character Chiyo, or you can even be a shape-shifter or something if you want.
