Aren't the whole point of making a shout-out is to acknowledge or thank people? Do that. Stop asking who wants to be in it. I sure don't want a "Next shout out goes to MEEP o3o! I really don't know you but you sound really awesome!"
That's boring and unoriginal. And I am positive it's going to be short. Include people who you feel deserve a shout-out. -
