Okay. First, make sure you have the Pokemon Bank & Poke Transporter. It transfers pokemon from Black & White or Black & White Version 2. Just put the game card for one of those games in your 3ds and open the poke transporter. It will transfer one full box of pokemon at a time to the pokemon bank. Close Poke Transporter and put in Alpha Sapphire. Then open the Pokemon Bank. You can then move your pokemon from the transport box into your pc in Alpha Sapphire.

Also, put all the pokemon you want to transfer to Pokemon Bank in box 1 of your pc.

No, it costs money. I don't remember how much the Poke Transporter is, but the Pokemon Bank costs $5 for a one year pass.
