I tried to download it to my device but yes it was free, but when I clicked on it to open it when it had downloaded, it said I couldn't open it. Yeah so.....idk

No, but you can't buy an English version that supports the actual creator, so you may as well download it illegally. Look around on dA, usually people make journals about downloading it. Comments will confirm whether or not it worked.

Its not illegal to download, what I did was type 'paint tool sai' into Google, there popped up some useful links or stuff. I clicked on top one, it was good, it said that you could get painttool sai free, so I clicked download, then it downloaded a few minutes later. I clicked to open download and it said 'can't open' obviously it hates my device.

Nononono. I've tried that link before too, but usually those pages are not safe. Was it this one? ( The pages with those layouts. It just screams "virus". I've tried downloading something before on a website with a layout like that. Guess what? It broke my last computer.

Don't use that page. Uninstall the program immediately. Get a parent and try to scan your computer for viruses. That isn't safe.

Why don't you do this the rational way?
How about you get something where it would scan if it has the virus and if it doesn't, just download the software? :D -

Download it from the official website. It's trial but anyway... at least it's safe.

Because I'm safer and more cautious than that. If it isn't a virus, it could be malware, or a Trojan Horse, or something like that. Just because it doesn't find any viruses doesn't mean it can't find any other harmful things that could cause damage to your computer. I always, always check with my parents to see if something is safe or not before downloading it. I've already learned my lesson.
