I say Arturo did it. The way to put suspicion off of you is to call 911 yourself. Warm was probably getting in the bathroom when Arturo snuck in, and Georgia was on her bed the entire time. She didn't know Arturo was gay, and thought it was strictly business.
Why Arturo did it? Because he found out Sam had a wife, and was angry on being 'cheated' on. So, he snuck in and drowned Sam, then called 911.
