on a digital painting program or whatever
can you like
paint on different layers
like on Photoshop
or just

Well depends on the program. are you looking for a new program or are you trying to do this on one you already have?

You can, as far as I know. You can use one layer to draw something, and make a new layer (the drawing of the first layer will still be there, just when you try to erase the drawing, it won't do so, because you're on the second layer) to color it in, it will still work. I use FireAlpaca, and I can paint in different layers using that program.

I'm not really acquainted with Photoshop that well, but there should be on the side of the screen a place where it says Layer 1 and somewhere by it it should say Add new layer . If it doesn't, then it might be on a different tab of the screen. Really you should show me a screenshot so I can see how you've got it set up.

I use Sketchbook Pro for Mobile to do digital art.
Layers work on it. -
