  Not sure but its an emergency number so you should be able to call without minutes.
  When I lock my phone it says something like "click here for emergency call only" and I had no minutes so I tried calling a few of my friends but it kept saying "Emergency calls only" then I tried calling 911 and it started ringing but I cut the call XD
