It does, but your buttons aren't as high UNLESS you're a higher level.

Newbies and Novices don't seem to have any effect at all. When you start to get up to higher levels, you'll start seeing that it marks a post (if you're the only person that got to it and not a moderator).
The thing about this is that if you use it too much, it'll stop working all together. So think wisely about what you want to mark offensive, because it'll stop working in the blink of an eye if you abuse it. -
Also if you are referring to the posts being greyed out saying "this post may be offensive" then a lot of regular users are needed to do this but only 1 Moderator is required to grey it out and 2 Moderators are required to delete a post while a whole lot more regular users are needed to delete a post
The higher the status the higher the power that means higher time limit penalties and also easier to delete posts. If you are a Moderator I think you get a "bonus" in the time limit penalty but I think it was removed not sure.....
Last time I checked, Newbies have no offensive buttons and Novice effects were very lowModerator -
