  This is my idea:
  There is a pack, or pair, or something it kind of depends on how many people join, of werewolves who live in the city. They are tearing down the only forest that they can get food from next to the city. If they don't eat fresh meat every once in a while, then they're percentage goes down. Their percentage is the % of blood in their body that is wolf blood. If it goes to 100, they will be stuck in the wolf form forever. If it gets to zero, they will be stuck as a human forever. There are different side effects to each percentage.
