Different evil laughs can be done differently. for the one in the video, you're looking for quick hicking sounds. For that you need to learn to quiver the diaphragm just below the sternum.
Evil laughs also require a certain mind set. Get into character. Smile at the thought of what you'd be doing. The smile actually does make a major difference.
When I try to mimick that laugh I find myself building the the smile between the 2nd and 3rd hit and holding it. I also find my voice raising in pitch for the first 3. and then tapering off as I run out of breath on the final few.
Laughs in general are usually short of breath. You're chest should be tightened slightly as well as your stomach. For what little bit it was worth, I hoped I helped. -
