The bell is to signal where the water is to deep. The woman was deaf, and therefore did not hear the bell.

New riddle :D
A man walks into a party and pours some iced tea into a glass. He drinks it in one gulp, parties for a while, and goes home. The following day he finds out everybody at the party dies due to poison in the tea. How did he not die, when he drank the same tea?
