So this is it.... They all die of heartattacks. Kira kills them without being infront of the victim... All he needs is their name and face..... He's in Japan. He claims Shinigami exist. He gets confidential police information. So he's obviously related to someone in the Japanese police force... But which family?

No, you tried that. It didn't work. It made him further conclude that you are L. It's better if you don't try surveillance either. His Shinigami will find all of the cameras and tag them down. You have to hire someone who is not you to get close to him. Do not raise suspicions.
