  It's because in black they have black city and in white they have white forest. In white forest you can catch pokemon like Pidgey, Shinx, Surkit, Machop, Nidoran boy or girl ect.. So to balance it out they had black get the more preferable pokemon while white has more pokemon. Though that doesn't stop you from choosing the one you want, though.
