Either hit the letter C or look at the bottom leftand you'll see camera options. The video (turn on and off with V) is above the Options button and the camera for pictures is next to your household funds.

How do you save the pictures that you've taken to the computer you're using? -

They save automatically. Open your documents. Then go to Electronic Arts. Then Sims 3. There will be a ton of folders for the Sims 3, including on called Screenshots where your pictures are.
