I think the saying is you're never too young to learn. Which I agree with.

Not really. More like, the last step of the exam is to develop your Nen.
And Hunters are those who strive for a certain goal. They prove their strength, and then are allowed to pass into any territory they need to do their work. Also, they have access to information normal people could only dream about.

You can learn to control it, hide it, use to to make normal people's attacks as light as butterflies, or develop a Hatsu. -
