fullbody sketch you could probably get away with 15 bucks tbh that's how much they go at conventions depending on skill
why only a jump of 3 bucks from waist to fullbody for shaded lines? o.o
same with cellshade

5 bucks jump at the minimum imo but do what makes you comfortable okay? don't do something just because I say so
I can think of a few reasons why it's saying that
1. Does your dad have a paypal linked to his acc already?
2. It might be cause its a new acc. Try again tomorrow or in a couple days
3. There's also the chance that Paypal also looks at the name of the accountholder and compares it to the bank account's name and sees that it's different and is like
"no u cant do this you aren't the same person"
