  There are large websites and then artists with their own websites.
  You can check TSR (TheSimsResource), ModTheSims, and I believe RoseSims has a Sailor Moon hair that they created. I'm trying to remember who created the outfits.

  Every website and creator explains how the downloads work. For any .package files, you will need to have something called 7zip, which is free and easy to set everything up. These package files will go in a specified folder.
  
  For .sim3pack files, there is already a folder called 'Downloads' under 'The Sims 3' under 'Electronic Arts' when you open your documents. These files can be downloaded using the game's Launcher.
  
  If you're still confused, there are many videos and explanations all over the place.

  Aw. I know it's confusing, but if you ever get the game, just pay attention to any explanations on how to download and install.

  My PC crashed and I lost all my sims stuff I'd worked so hard on for years ;_;
  The system had to be replaced and all my saved games disappeared ;_;
  
  I haven't tried to re install it since.
