Address 127.0.0.1 is the test loop back address that exists on every computer. It is reserved for that purpose.

Address 127.0.0.1 is the test loop back address that exists on every computer. If you are having problems with your network, Ping 127.0.0.1 is the quite rightly as you say, it proves the network card and TCP/IP software is working correctly. Even without connection, you can get a response from this address.
