You have to read it to understand the plot
But an OCT in general means 'original character tournament.' There are rounds that you have to draw and meet the requirement to. You get judged on story and stuff and if you get a high enough score on that round entry you go to the next round.
Sometimes you have to go against other artist in a round. Like a battle. The best entry goes to the next round and the loser gets cut. But you could still be an NPC if you don't pass -
