Free to play. If you want to purchase Riot Points, you can buy pre-paid cards (like iTunes) or purchase via credit card. But it's free to download and play, and you don't NEED Riot Points. Every time you play a game, you earn EXP and Influence Points. IP can be used to get Champions and Runes. Every week, there is a new set of "free-to-play" champions.
