Teresa-Well, a fursuit is not easy to do. but if your gonna be like an anime male or female, it's easy. you don't have buy a anime cosplay costume that's like 60 bucks and over. you can buy random shirts and pants and stuff, and make magic. like add the things that the anime person is wearing, buy paints, but spray paint with a factory finish is good. It'll be a good budget.

*flips table* THAT ISN'T EASY. PAINT IS EXPENSIVE AND RANDOM CLOTHES DONT LOOK ALIKE. HOW AM I SUPPOSED TO RECREATE SOMETHING LIKE THIS?!

.3. Paint isn't expensive.
1. Try to find a pink, dress like that. Like a thrift shop.
2. That outfit has some black. so get play paint.
3. Try to find a pink hat, and outline the hat's edges with the black.
4. buy fake flowers to put on the hat.
5. Find dark gloves like the one in the pic.
6.Get a plain wig with pigtails and dye it navy/dark blue.
7. find drapes around the house that has lace finishes, cut it, put it at the end of the dress with a glue gun or tape don't wont be seen.
8. Finding a bow, possibly at a hair store. if it has a bow on a headband, take it off, and put it on the dress. add black lines and dress.
Eh. that's all my potential but it possibly won't help. .3. -

AnimePhan is giving you some pretty awesome tips actually, except PAINT IS ACTUALLY VERY EXPENSIVE DEPENDING ON WHAT KIND YOU'RE NEEDING
FABRIC PAINT COSTS AN ARM AND A LEG DEAR LORD
But yeah, thrift stores are a cosplayer's best friend. Cosplay is a relatively expensive hobby so it's best to do what you can to cut costs. I mean, my Homu outfit was 95$ for just the clothes,not including the tights and heels.
Also, it's good to use what you have in your house as well. the tights and heels I already had.
SO MAKE DO WITH WHAT YOU HAVE AND TRY NOT TO KILL YOUR WALLET AND GOOD LUCK. -
The most easy cosplay to do is Sailor Moon. x3 and Okai. -poofs away-
