It hurt his heart to see the United States in such a terrible condition.

So, I'm assuming he's a British soldier before the Revolution. Britain didn't see the colonies as a country. They were still their colonies. And we didn't really start calling it the United States of America until after the Civil War. They were called British America unitl the Treaty of Paris recognized the independence of the original thirteen United States of America in 1783.
