It depends on what you can afford, and what you're looking for.
The iPod 4g is $200(?) or so. You can get some really good games, and texting works well. But now with iOS 7, some apps are only for iOS 7. So it limits your options a bit. And some apps tend to crash more often with iOS 6 because of all the updates for iOS 7 users (that's my assumption anyway). It's also hard to find good cases for iPod 4g nowadays.
The iPod 5g is more expensive, by how much depends on how many GBs of memory you buy. Most apps run smoother, and you can get every app in the App Store. Apps don't crash as often, but it does still happen.
I have an iPod 4g. I've had it since the Christmas of 2012. It works fine, and it's easy to use. My dad and younger brother have the iPod 5g. They seem to like it, although my dad complains about iOS 7 sometimes.
