There are. But the more intelligent murderers are the ones who are a threat. Even Amnesia alone could capture them. You, however, make for quite a threat. You, supposedly, don't control when you kill someone. To kill Colonel Roy Mustang was not your intention, so far as I have understood. I should hope that the same sentiment can be made for the others.. But there lies the problem. You can't stop. You can't promise no one else will die so long as you aren't in control.
