I'm not saying to interfere to point where you're SO involved. JUST BE CONSIDERATE AND GUIDE HIM TO THE RIGHT DIRECTION and just ask him a few things about what's going on, because that could always make someone's day.
And due to clues, the reason why you both tend to take drugs or do stuff like that is because of some uneasy past. You may not say that you have no emotions, but that could take a turn into some ugly and negative accompaniments. Maybe cause you can't really move on, but you have moved on?? Ugh, it's a complicated aspect to explain in a deep matter. -
Denial and comfort of "thinking" it's alright to smoke it is usually ordinary for a simple user.

Uh, Not my life so I'll let him do what he wants. He;s doing fine and usually chills out with his friends. He even has a second family that cares for him deeply. And me and him both care for each other. When it's evident one of us is feeling down we have a heart to heart. Honestly, My brother and I have a really good relationship. And as I said, I'm going to let him do what he wants since yeah, his body his choices and his life.

There is no denial lol. The last time I smoked it I never thought about smoking it again and when I did it left my mind a few seconds later like "Wait I don't really care right now"

Yeah Joker, I can see how smoking it day after day could cause issues. But I'm a once every few months kind of person
