It doesn't matter whether they can feel it or not. They can't give consent either way.
Okay but that doesn't mean it needs to be entirely removed jeez like some people can't keep their ears free of wax and s--- oh let's cut off everyone's ears then -
If a child has a mental disability where they would not be able to mantain proper penile care they should be circumcised.
Also, the disease you mentioned doesn't get severe unless left untreated. -
Their babies. Their parents make the decisions, just like that article said, "Should the baby be circumcised?" The parents make decisions for the first years of your own life.
