  It's not a bad idea. As long as there are some base weapon restrictions and only non-government infrastructure can be harmed it might work.
  Evrryone would get a chance to murder people they dislike, homeless numbers would decrease, poor people in general would decrease.

  Yes, but the people who don't want to kill or are afraid of death, what, do they have to sit around, cower in fear and hope nobody busts their door open to run in and murder them? Many more people would die against their will.

  And they sit back and let people kill each other, steal, drive through red lights, etc.

  However they would get the urge to break laws out of their system and for the rest of the year it is crime free. Of course crime penalties would also be increased to make sure of this.
