Because it's really cool offbeat fashion! It's from Japan, like the Harajuku fashion stuff. You may have heard of Gothic Lolita before which has elements of old Victorian style and visual kei. Anyways, just felt like posting this even if you don't care.

If you go to Japan by the Harajuku train station they nearly all dress like that. It's kinda strangely cool LoL -
Yeah I've seen that too, I would really like to go sometime. My dad had to go to Japan last year for some work thing and he said people either dress really formal like in suits and stuff (probably older people) and the young people dress "really weird". His quote LOL
