I know that you are trying to help and fix the forums, Thank you, but I think that you're kinda feeding the troll. You see, skip555 is like a baby. You know how babies throw something and when you pick it up for them, they keep throwing it over and over? That's what you're doing right now. If you let the forums be as they are, he will get bored and stop doing it.

Bumping all the threads encourages them to leave at the same time, because they're not accomplishing anything either way.
