  6/9=2/3

  (x+2/3)(x+2/3)
  (3x+2)(3x+2)
  
  Foiling to check:
  3x(3x)=9x^2
  3x(2)=6x
  2(3x)=6x
  2(2)=4
  
  9x^2+6x+4
  
  
  Answer: (3x+2)(3x+2)
