And he'll get all the fish making a monopoly that causes an inflation in fish prices preventing seafood bars from making a living and tha would lead to more redmeat being consumed and slowly killing off cows.
End of story just give him a fish. -

I prefer sending everyone who is able out to fish and then after a certain amount of time, collecting all of the fish in one place and redistributing it so that everyone has the same amount of fish.
