You have to level up and be a Novice for that. I've noticed that users this year are leveling up sooner, so that shouldn't be a problem.

So do I just make quizzes and post on the forum to level up?

Yes, that's what you do. When you make a quiz, link it to your account so it shows up on your profile page. And try not to be to obsessed with leveling up.
