Oh. That game. Well first you have to be a member to access the download link. And the you need Tsukuyomi to attach the patch to the rom. You'll also need a Pokemon Emerald Rom, and an Emulator to play it on.
It's..quite a lot of work. It took me a couple days to figure it out. -
