about your comment on a government shutdown - so every fiscal year, congress must agree on a "continuing resolution" (a proposal on how to spend their money for that year) that requires 60 votes from the senate to pass. if they can't reach an agreement, then any federal agencies deemed "non essential" will either shut down or stop spending money.
i believe "essential services" include the postal service, medicare, social security, and air traffic control. food assistance like WIC and SNAP however, could lose funding if the shutdown continues for a long time. national parks, monuments and other sites are definitely shutting down. thousands of federal and government workers could be (or already are being) furloughed like from the department of education for example - i believe 80% of its staff have already lost their jobs apart from the federal aid portion. trump is saying some of these furloughed workers do not deserve to be paid back for their time lost.
so the resolution really, is for senate to agree on a funding package. it doesn't really mean the government just stops working altogether. but anyway, the shortest government shutdown was 5 days under bill clinton in 1995. the longest was 34 days in 2019 under trump. it's been 8 days now, and i really hope it won't be much longer -
also, a fiscal year is period of time used to measure a government's spending, in the US its from october 1st to september 30th, also split into 4 quarters

oops! fact check, the shortest was one day under ronald reagan in 1982, 4, and 6! also he was the president with the most shutdowns in his terms
