  uh
  no
  you can get so many programs for free and some of them are really great (unless you are very skilled and know many techniques)
  and of course the premium or priced upgrades of them are fantastic
  but you definitely find paint tool sai for free
  there's also autodesk sketchbook express (pro is fabulous, have it on my tablet)
  ibis paint X
  there's many to choose from
  
  so don't even make that excuse
