the answer to the last question is not there. I answered the closest - confess and believe in God. However, the Bible says the devils believe in God and tremble (James 2:19). Romans 3:23, Romans 6:23, Romans 5:8, Romans 10:13

Okay, as for Mark 16:16, the answer to that is obvious. Jesus says he who believes AND is baptized shall be saved. Not just he who believes.
The 2nd half of the verse is the obvious part. Are you going to do something you don't believe in? There was no point in saying he who doesn't believe and is not baptized is damned, because he who doesn't believe WON'T want to be baptized anyway!
Also, Peter did COMMAND baptism in Acts 2:38. You've taken 1 Corinthians 1:22 out of context. What Paul's speaking of there is how the Jews constantly wanted miracles to prove everything that Jesus or the Apostles said. It has NOTHING whatsoever to do with Acts 2:38.
Obviously in Acts 8 at some point, Phillip informed the Eunuch that he had to be baptized to be saved. The eunuch didn't just pop up and say, "hey, I want to be baptized". No, at some point, he was instructed that he must do so.
And also, you have misinterpreted 1 Peter 3:21. Baptism is a full immersion in water, therefore what he's saying is he's not talking about JUST taking a bath (e.g. "not the removal of the filth of the flesh" so they don't get confused with just taking a bath)
And also, in EVERY case of conversion in Acts, they were ALL baptized
Romans 6:3 informs us that we are BAPTIZED INTO Christ. If we are baptized into him, that logically means that those who are not baptized are outside of Christ, therefore, those who haven't been baptized are not Christians.
Also, as James says, Faith without works is dead
James 2: 14-26
14 What does it profit, my brethren, if someone says he has faith but does not have works? Can faith save him? 15 If a brother or sister is naked and destitute of daily food, 16 and one of you says to them, “Depart in peace, be warmed and filled,” but you do not give them the things which are needed for the body, what does it profit? 17 Thus also faith by itself, if it does not have works, is dead.
18 But someone will say, “You have faith, and I have works.” Show me your faith without your[d] works, and I will show you my faith by my[e] works. 19 You believe that there is one God. You do well. Even the demons believe—and tremble! 20 But do you want to know, O foolish man, that faith without works is dead?[f] 21 Was not Abraham our father justified by works when he offered Isaac his son on the altar? 22 Do you see that faith was working together with his works, and by works faith was made perfect? 23 And the Scripture was fulfilled which says, “Abraham believed God, and it was accounted to him for righteousness.”[g]And he was called the friend of God. 24 You see then that a man is justified by works, and not by faith only.
25 Likewise, was not Rahab the harlot also justified by works when she received the messengers and sent them out another way?
26 For as the body without the spirit is dead, so faith without works is dead also.

Even the demons believe and tremble. The demons believe, but are they saved for that? NO.
Faith WITHOUT works is dead. Then the only conclusion is that you must have faith AND works.

I would encourage you to please, read and study these passages carefully. If we want to be in Heaven, we must follow them strictly. Don;t take my word for it, read it yourself, please.

The last question is missing the correct answer. You MUST be baptized according to Mark 16:16, Acts 2:38, Acts 8:39, 1 Peter 3:21
You can't JUST believe or JUST confess. You must follow the commands:
Faith- Hebrews 11:6
Repent- Luke 13: 3,5
Confess- Acts 8: 37, 38
Be Baptized- Mark 16:16, Acts 2:38
Live Faithfully- Revelation 2:10
