I agree with carseatmom. A locking clip IS used to keep the seat belt locked when the seat belt does not automatically lock(when it only locks in an emergency). A locking clip is NOT used to keep the harness tight.

You have an answer wrong. #7 says the answer is to keep the harness tight, which is incorrect. A locking clip is used to lock the seat belt when it doesn't lock.
