Yes, that's true. Learning HTML is not wasting time but you can make web-sites, web-pages even without learning HTML, CSS, RSS. You can make a free web-site here.

If you want to make a website learn HTML, if you want to make a website that has to follow a template you have little control over then no you don't.

Even the templates are made of HTML. So if you want a decent website you do. You don't necessarily need to master it, but you need to learn quite a bit.

Superiority: I guess, templates or layouts are made of CSS, too. You've a learn li'l bit HTML, not need to master it. But in it claims that we don't have to learn HTML. Even the basics. -
